MINISTRY OF ENVIRONMENT AND FORESTS NOTIFICATION New Delhi, the 12th May, 201 1 s.o. 1035(E)- Whereas, the draft rules, namely the e-waste (Management and Handling) Rules, 2010 were published by the Government of India in the Ministry of Environment and Forests vide number S.0.1125 (E), dated ~4'~ ~ay, 2010 in the Gazette of India, Extraordinary Part II, Section 3, Sub-section (ii) dated 14'~ May; 2010 inviting objections and suggestions from all persons likely to be affected thereby, before the expiry of the period of sixty days from the date on which copies of the Gazette containing the said notification were made avaii'able to the public; AND WHEREAS the copies of the said Gazette were made available to the public on the 14'~ day of May, 2010; AND WHEREAS the objections and suggestions received within the said period from the public in respect of the sai.d draft rules have been duly considered by the Central Government; - NOW, THEREFORE, in exercise of the powers conferred by sections 6, 8 and 25 of the Environment (Protection) Act, ,I 986 (29 of 1986), the Central Government hereby makes the following rules, namely:- CHAPTER l PRELIMINARY Short tifle and commencement. -- These rules may be called the e-waste (Management and Handling) Rules, 201 1. They shall come into effect from lSt May, 2012. Application. - These rules shall apply to every producer, consumer or bulk consumer involved in the manufacture, sale, purchase and processing of electrical and electronic equipment or components as specified in Schedule-I, collection centre, dismantler and recycler of e-waste and shall not apply to- (a) batteries as .covered under the Batteries (Management and Handling) Rule,s, 2001 made under the Act; (b) Micro and small enterprises as defined in the Micro, Small and Medium
