In particular and without prejudice to the gentrdty of the foregoing power, the Board may make regulations regulating or determining all or any of the following matters, narncly :-

2 In particular and without prejudice to the gentrdty of the foregoing power, the Board may make regulations regulating or determining all or any of the following matters, narncly :- (i) the time and placc of its meeting ; (ii) hemanner in which noticc of mcctirtg shdf be given ; (iii) the conduct of proceedings at meetings ; (iv) the division of duties among the members of the Board; and (v) theappoinlment,dutiesmdprocedurt:ofspecialCommittecs consisting wholly of members of the Roard or partly of such members and partly of olher persons. (I) If at any time it appears to the 2[Starc] Government lhal the Board is not properly performing Lhe duties imposed upon it by or under this Act, the 2[State] Governmen1 may, after considering any explanahon offered by the Board, by an order in wriung specifying the reasons for so doing, dissolve the Board and direcl that the vacancies shall thereupon be filled by election in respect of elecred mcmbers and by appoinunent in respecr of appointed mcmbers in the rnanncr indicated above.
