4. After Section 11 of the Principal Act, the fol- j o w n g Section 11A shall be inserted, namely:— Bar to appearance of legal practitioners. " 11A. No legal practitioner or a pleader's clerk shall appear, plead or act on behalf of any party in any pioceeding or matter before the Chairman or the Adhi Conciliation Board."
