In the discharge of their functions the GI,\ln1 Panchayat and the Zilla Panchayat shall be guided by such instructions or directions as may be given to them by the State Government from time to rimein conformity with the provisions of this Act . .

(1) The State Government may , notwithstanding anything contained in subsection (2) of section 17; sub-section (4) of section 31 and sub-section (2) of section 54 , by an order in writing remove with effect from a elate to be specified in the order any Sabhapati or U p-Sabhapari or any Sachivu of Gram Pnnchayat, any Adhakshaya Or UpAdhukshya of Zilla Panchayar from his office , if in its opinion , he wilfully omits or refuses to carry out the provisions of this Act or of any rules or orders made thereunder or abuses the powers vested in him under this Act .
(2) The State Government shall , before making any order under sub-section (1) , give to the person concerned an opportunity of making a representation against the proposed order.
