The Zilla Pnnchayars of two or more adjacent districts may jointl y undertake an d execute at common cost any development schemes or project on such terms and conditions as may be agreed upon , a nd in case of any difference as to the interpretation of such terms and conditions the matter shall be referred to the State Government whose decision shall be final .
