No. 97/2009-ln exercise of the powers conferred by sub-Section (4) of Section 7-C of the Orissa Education Act, '1969 (Orissa Act 15 of 1969), the State Government do hereby make the following Order to regulate the payment of Grant-in-aid to Private Educational lnstitutions imparting education in Sanskrit orfor any post or any person employed in such institutions being Non-Government Shastri and Upashastri Colleges as specified hereunder, namely :- 1. Short title, application and commencement- (1) This order may be called the orissa (Non-Government Upashastri and Shastri Colleges) Grant-in-Aid Order' 2009. (2) lt shall apply to the Non-Government Upashastri and Shastri Colleges (3) This Order shall come into force on the date of its publication in the Onssa Gazette. 2. Definitions- (1) ln this Order, unless the context otherwise requires,- (a) "Act" means the Orissa Education Act, 196d: (b) 'Director" means the Directo( Higher Education, Orissa and includes any Officer not below the rank of Deputy Director who may be authorized by the Government in that behalf from time to time, by general or special order, to perform all or any of the functions and exercise all or any of the powers of the Director under this Order; (c) "Block Grant' means a fixed sum of Grant-in-aid payable in accordance with ' Para.3 of this Order. (d) 'Government' means the Government of Orissa in the Department of Higher Education; (e) "Governing Body" means a Goveming Body constituted in accordance with the Act and the Orissa Education (Establishment, Recognition and Management of Private Colleges) Rules, 1991 or the Orissa Education (Establishment, Recognition and Management of Private Junior Colleges,/Higher Secondary Schools) Rules' 1991 as the case may be ; (0 'University" means Shree Jagannath Sanskrit University, Puri. 4 3 2 (2) The words and expressions used, but not defined herein shall have the sar"e meaning respectively assigned to them in the Act' AdmissibilityofGrant.in.Aid-(1)AnyprivateeducationalinstitutionbeingaNon. (4) No claim on a@ount of Grant-in-aid under this order shall be made or entertained for any period prior to the date of notification as at sub-Para' (1)' Repeal and Saving- (1) The ad hoc principle for payment of Grant-in-aid to the Sanskrit lnstitutions in the State having Shastri and Upashastri Course formulated in the erstwhile Education and Youth Services Department letter No' 4601O-EYS" dated the 25th October 1989 is herebY rePealed' (2)NotwithstandinganysuchrepealtheprivateSanskritlnstitutionswhichareinreceipt of Grant-in-aid from government under the order so repealed immediately before thedateofcommencementofthisorder'shallcontinuetoreceivesuchGrant-in.aid as if the Govemment Order No46O'IO-EYS" dated the 25th October 1989 had not been rePealed. 4. 3 ANNEXURE Staffing pattern and yardstick of Shastri and Upashastri Sanskrit lnstitution I See order 3 (1)] 1 Teaching posts and yardstick- Sl State of Education Category of Post Number of No. post (1) (2) (3) (4) 1 Prathama 1. (c) Lecturer in any ofthe general subject like Political Science/History/Economics etc. (d) Lecturer in Sanskrit- Sahitya Vyakarana Darshan 1 1 1 2 2 1 I Nore-For ancillary and extra optional subjects work shall be managed by part{ime lecturers on remuneration basis. 2. ln addition to the above posts in the teaching side each Upashastri and shastri institution is to be given one Junior Clerk and one Peon. 3. Qualification of lecturers at Upashastri and shastri stages shall be Acharya (new) or M. A. in relevant subject with 54o/o and above marks in the aggregate.
