(2) It shall apply to the Non-Government Colleges, Junior Colleges &nd Higher Secondary Schools (3) 'Chis Order shall come into force with effect from the date of its publication in the Official Gazette: 2. (1) In this Order, Unless the context otherwise requires, (a) "Act" means the Orissa Education Act, 1969, (Orissa Act 15 of 1969) (6) "Amendment Act" means the Orissa Education (Ameadment) Act; 1994 (Orissa Act 13 of 1994) (c) "Council means the Council of Higher Secondary Education, Orissa. constitued under tke Orissa Council of Higher Secondary Education Act. 1982 "Category" means the category of Ncn-Government Educatjonal Inetitutions as made in paragraph -4 of this Order (e) "Director" means the Director, Higher Education, Orisea and includes any officer not below the rank of Deputy Director Who may be authorised by the State Government in that behalf from time to time by a general or 2 Special-order to perform all or any of the functionc and exercise all O any of the powere of the Director uoder thj6 Order "Educatioanlly Backw
