Procedure for transaction of business of committees constituted by the Board under suh-Section (2) of Section 11 :-(1) The time and place ofthe mneeting of the committee constituted by the Board under sub-Section (1) of Section 1] shall be as specified by the Chairrnan of the camnittee. (2) Subject to sub-Rule (1) the rules, and procedure for transaction of the business of the Meetings ofany of the committees constituted under sub Section (1) of Section 11 shall be specified by the Chairman: (3) Quorum fora meeting ofa cormittee constituted under sub-Section (1) of Section 1 [ shall be notless than ane halfofthe total number of mernbers of the committee. Hospilals to formiulate tha draft rules drait notification for sale disposal of Hospital waste to control the spreading f Corimunicable diseases, Accordingly, the commitlee had gone through the report submitted by Ms Indus Environ Consultants and after detailed dellberations, the Committee has finalized the draft rules for safe disposal of Hospitel Waste along with the guidelines After careful consideration of the draft rules, Government have decided to Include the draft rules in the Water (Prevention and Control of Pollutlon) Rules 1 1976 under Section 64 of Water (Prevention and Control of Pollution) Act, 1974, The following Notification shall be piublisi hed in the next extraordinary issue of Andhra Pradesh Gazette; NQTIEICATON In exercise of the powers conferred by Section 64 of Watet (Prevention & Control of Pollution) Act; 1974 (Central Act of 1974) , the State Government after consultation with the State Pollution control Board, hereby rnake Iho following amendments la the Water (Prevention & Control of Pollution) Rules, 1976 issued in G.O.Ms No,559, Housing, Munlcipal Adlministration & Urban Development (MA) Departments, dated the 4"h December, 1976 35 subsequently amended, AMENDMENTS In the said ruleb 1_ After Clause (I) of Rule 2, the following clause shall be added, ramely - "(K) 'Health care establishment' shall mean and include all the Hoapitals, Nursing Homes, Diagnostic Centres and Laboratories irrespective of Size/Capacityl Bed Strength" 156 2_ After Rule 35, the following rules shall be added, narnely:- {736/AStheeHealth care establishments shall follow the regulatory guidelines as mentioned in the Scheduule V, To7 AAll Health care eslablishments having bed strength of 25 or more shall take for establishmert and operation of outlets as per Section 25 of the Acl' consent After Schedule IV, the following Schedule shall be added, namely: "SCHEDULE V" (See Rule 26) RECULATQRY Ata GUIDELINES The regulatory guidelines are as follows:- 01. Every health Care establishment under the purview shall have a documented waste managemenl plan to deal with the waste generaledain thevf eslabltshmerted hospltal The wastes from the hospitals are classffied into four categories; (0) Nraputerted rlimbs ,mld-term aborted, foetei and stlll born dead babies shall be wrapped in clean white cloth and shall be dispalched (o crernatoria Ibr incineration (b) Household non-infectious waste or non-clinical waste , shall be collected In thick polythene bags and discarded Iike household waste , (c) Clasiic Cohaepbospital waste obiects shall be collected separalely In puncture proof plastic containers which shall be closed or sealed. (d) Clinical hospital waste other than sharp objects shall be collected in thick bags or plastic containers for dispcsal, polythene 02 The clinical wastes shall be collected at the point ofgeneration Iike and operation theatres in plastic bags or in suitable containers , wards, laboratories (a) Every waste generation point shall have two separale bins for collection of clinical bind non-clinical waste; Adequate notices shall be posted 0n the waste collection bing and plastic bags 50 2s (0 Identify the catepory Qf waste lined with thick Black plastic Red bins shall be bags For discarding clinical waste_ lined with white plastic bags for Green bins shall be collecting non-clinical waste. The needles and other sharp instruments shall be collected in plastic containers Or glass botlles Daridlly illed with disinfectant solution and the bottles shall havere 9ig1 poste?Wes 'danger" marked outside, These shall be closed incineration ' or sealed and disposed oif by i56 (b) The sealed or tied plastic bags of the clinical wastes shall be transported to the incineralor in closed wheel barrows, The plastic bags containing domestic: (non- cllnical) wasle shall be , disposed at the garbage dumping 5ite , The garbage dumping site shall not be approachable lo rag pickers and it shall be provided with asbestos roof for protection from rain_ (c) The non clinical waste which can be re-cycled shall be collected at 2 separate site to reduce the quantity of material entering the waste streans, As per the regulations of Drug Control Authority of Andhra Pradesh, all the glass containers shall be broken into pieces before disposal. 03. All clinical fluids or Iiquid specimen before coriducting of various clirical lastes shall be regarded as infective material, They shall be transported Io laboratory in spill proof or sCrow 'cap bottles and It shall be insured (hat there are no spillages, 04, All Iiquid wastes such a8 blood and other body fluids and samples aiter clinical analysis shall be disinfected by a disinfectant Iike 1% Sodium Hypochlorite before disposal. 05.All Clinical wastes shall be incineraled and all hospitals where the incinerators Are existing shall give top priority tp burn their clinical wasle_ Health Care establishrents in rural area& can opt for deep burial of clinical wastes but precautlons shall be taken such that the pits dug for the purpose are Iar awey from the ground water source and the minimur depth shall be 5 feet, In urban are3s the clinical wastes shall be incinerated, the option of deep burlal does not apply to the heallh care establishments in these areas 06. All clinical specimen after carrying out necessary tests shall be disposed off in discarding jar containing suitable disinfectant; A jar half filled with sodium hypochlorite of 1% strength shall be kept at every such point of disposal: The body fluids to be dliscarded shall be dropped into disinfectanl solution and after 6 hours, contents of the jar shall 'be discharged through the sink; The jar shall be disinfected with carbolic acid before reuse 07, In the operation theatres also, a 100 Iiter Jar, partly filled with 0.2% sodiurn hypochlorite solution or other suitable disinfectant solution of required strength shall be kept t0 be tsed 85 waste jar, Al mops used for cleaning Wp instrurnerits, tables or blood conlaminated surfaces shall be dropped into this disinfectant solution, After; 6 houirs contact the mops shall be taken put and sent for washing to laundry and the spenr disinfectant solution discharged through sinks to the sewer 08, In health care eslablishments where visible blood spills or other body fluide OCCUI , the flpor or outer areas were such spills pccur, shall be cleared with appropriate disinfectant, preferably sodiurn hypochlorite with 0,5% available chlorine, The mixed body fluid and disinfectant shall theh be removed an the surface wiped with dlisinfectant, 09. The blood soaked sponges and swabs, shall be kept in a sterile bowl and carefully transferred into a plastic bag which in turn shall be sent for incineration_ 10.
