. Validity of acts of Committee, Executive Board or sub-committees not to be questioned by reason of vacancy, etc.—No act or proceeding of the Committee or the Executive Board or any sub -committee shall be invalidated by reason only of the existence of any vacancy amongst its members or any defect in the constitution thereof.
