(2) Tbey shall come into force on the date of their publication in the Ofificial Gazette. 2 Definition: In these rules, unless the context otherwise requires "Act" means the Delhi Sikh Gurdwara Act 1971 (82 of 1971); ( "Committee" means the Delhi Sikh Gurdwara Management Committee established under section 3; "Continuing candidate" means any candidate not elected and not excluded from the poll at any given time; "count" means- all the operations involved in the counting of the first preference recorded for candidates; or (ii) all the operations involved in the transfer of the surplus of an elected candidate; or DELHI (AZETTE EXTRAORDINARY IPART Iv (iii) all the operations involved in the tran
