22. MoetingE of the Authority:
('l ) The Authority shall meet at least once in a year at such place and such time as its
Chibfd Chairperson may decide and shall observe such rules ofprocedure, including quorum at such meetings, in regard to the transaction of the business at its meetings, as may be laid down by regulations.
The Chairperson, or, if for any reason he/she is unable to attend any meeting of the Authority, any other member chosen by the members present at the meeting, shall presrde over the meeting.
Allquestions which come up before any meeting of theAuthority shallbe decided by a majority of the votes of the members present and voting, and, in the event of an equality of votes, the Chairperson, or in his/her absence, the person presiding, shall have and exercise a second or casting vote.
