Section 19
Power to remove difficulties.—(1) If any difficulty arises in giving effect to the provisions of this Act, the Government may, by order, do anything not inconsistent with this Act or the rules made thereunder, which appears to them necessary for the purpose of removing the difficulty:

Provided that no order shall be issued under this section after two years from the date of commencement of this Act.
(2) Every order issued under sub-section (1) shall be laid before the Legislative Assembly.
