[(3) Any person who neglects or refuses to provide or issue a certificate as required under sub -section (2) or sub-section (3) of section 10 or any person neglects or refuses to deliver such certificate to the Registrar, shall be punishable with fine which may extend to fifty rupees.]

(4) 4 [Any person except the person specified in sub-section (1A)] who, without reasonable cause, contravenes any provision of this Act for the contravention of which no penalty is provided for in this section shall be punishable with fine which may extend to 5 [two hundred and fifty rupees].
