5. ALL QUESTIONS TO BE DECIDED BY MAJORITY. All questions at a meeting shall be decided by a majority of votes of members present, and voting shall be by raising of hands in favour of the proposal. In case of an equality of votes, the presiding officer shall have a second or casting vote.
