14 MNISTRY OF EN VIROWMENT AND FORESTS NOTIFICA TION New Delhi, the } 7 Jue, 2005 S.0. 2131. ~ WHIEREAS the Water Quality Assessment Authority (WQAA) was constituted by the Central Government vide Order Nc S.O. 583 (E) dated the 29# Mzy, 2OO) 1 and No. SO. 63(E) dated the 27th (ctober; 2004 Lo exercise powers under section 5 of the Environment(Protection) Act; 1986(29 & 1986) for issuing directions and for laking measures with respect to matters rclerred to in clauses(ix) (xi), (xii) and (xiii) ol sub-section(2) of section 3 cf the said Act and 0 standardise method(s) for waler cuality monitoring and to ensure quality of data generalion (or Ulilization thereof and certain nther purposes; AND WHEREAS it is necessary and expedient to evolve water quality assessment &nd monitoring protoco. a5 directec hy the Water Quality Assessment Authority in order I0 maintain uniformity in the procedure for water quality munitoring mechanism by all muoniloring agencies, departments, Pollution Control Boards and such other agencies So that waler related action plans may be drawn Up On lhe basis of reliable data: AND WHCRCAS the unifor proccss ur: waler quality monitoring shall provide Ireyuency of monitoring: prozedure for Sampl:ng, parameters for analysis, analylical techniques; quality asSurance and quality con rol syster, infrastructure requircment for laboratories; procedure fcr data prccessing: reporling a:d dissemination and such clher matters as the Central Governinent deems necessary Tor lhe said purpose: both for suriace and ground water; ANI) WHEREAS due to the deterioration of thc river weter quality, health and livelihood of thc downslream people are heing severely allecled and concerrs are raised Limz ar;d again; AND WHEREAS tlie inunediale maintenance @nd restoration of wh
