for prescribing conditions on which licenses may be grantd, suspended, revoked or cancelled ;

generally for aH purposes consistent with this Act.
The '[State] Governmen1 after giving by nolification in the Oficial Gazette not less than three months notice of its intention to do so may, by Iike notification-
.
(I) direct that the provisions of sections 5,6 and 8 shall extend to persons under such age not less than twenty-one nor more Ulan twenty-three as may be specified in the direction and upon ' such direction being notified the said sections shall whilst the direction is in force have effect as if the specified age were substituted for twenty-one;
direct that the provisions of sections 5,G and 8 shall extend to females, and upon such direction being notified the said sections shall whilst the direction is in force have effect as if the word "male" were omitted.
~otwi'thstandin~ the bf clause (2) of section 35 the punishment orwhipping shall not at any time be inflicted upon a female for a Borstal Institution offence.
