(1) No prosecution for an offence punishable under this Act shall be instituted except on a complaint of the Registrar.

18. (1) No prosecution for an offence punishable under this Act shall be instituted except on a complaint of the Registrar. (2) No court inferior to that of a Magistrate of first class shall try any such offence.
