Power to remove difficulties . — If any difficulty arises in giving effect to the provisions of this Act, the Central Government may, by order, published in the Official Gazette, make such provisions, not inconsistent with the provisions of this Act, as it may deem necessary, for the removal of the difficulty:

Provided that no such order shall be made after the expiry of a period of three years from the appointed day.
STATEMENT OF OBJECTS AND REASONS
It is the Government's declared policy to confer autonomy on Akashvani and Doordarshan thereby ensuring that they function in a fair, objective and creative manner. It is in this context that it is proposed to provide for the establishment of an autonomous Corporation to be known as Prasar Bharati (Broadcasting Corporation of India) and to entrust to it the functions which are at present discharged by Akashvani and Doordarshan. The intention is that the proposed Corporation should function as a genuinely autonomous body-innovative, dynamic and flexiblewith a high degree of credibility. It must function in a democratic manner which enriches our democratic traditions and institutions, being responsible to the people and Parliament of India and keeping in mind the variegated traditions, languages and cultures of the country.
