to be made and may pass such orders as he deems fit :
Provided that no such record shall be called for after the expiry of 30 days · f from the date of such order , and no order under this section sh?.U be passed if, in the meanwhile, an appe.;l has been filed under section 61D against the. order of the authorised officer :
Provided further that no order prejudicial to a person shall be passed under this section without giving him an opportuni~y of being heard .
