GAZ., DECEMBER 6, 2024 (AGHN 15, 1946 SAKA) PART-III GOVERNMENT OF PUNJAB DEPARTMENT OF TECHNICAL EDUCATION AND INDUSTRIAL TRAINING (TECHNICAL EDUCATION-1 BRANCH) NOTIFICATION The 26th November, 2024 No. G.S.R.62/Const./Art.309/Amd.(2)/2024.- In exercise of the power conferred by the proviso to Article 309 of the Constitution of India, and all other powers enabling him in this behalf, the Governor of Punjab is pleased to make the following rules further to amend the Punjab Industrial Training (Group ‘B’) Technical Service Rules, 2006, namely:- RULES 1. (1) These rules may be called the Punjab Industrial Training (Group B) Technical Service Rules, 2024. (2) They shall come into force on and with effect from the date of their publication in the Official Gazette. 2. In the Punjab Industrial Training (Group ‘B’) Technical Service Rules, 2006 (hereinafter referred to as the said rules) in Rule 5, in sub-Rule (2), for the existing proviso the following proviso shall be substituted, namely:- “Provided that a person possessing Degree or Diploma in Vocational Courses or Engineering or Technology but not possessing National Craft Instructor Certificate (NCIC) shall be appointed to post mentioned at serial number 5 of Appendix-‘A’, in the Service. Such persons shall have to acquire the National Craft Instructor Certificate (NCIC) at his own, within a period not exceeding three years from the date of appointment. If he fails to acquire the National Craft Instructor Certificate (NCIC) within a period not exceeding three years from date of appointment, his services shall be dispensed with.” 3. In the said rules, Rule 6(A) shall be omitted. 4. In the said rules, in Appendix ‘B’, against Serial No. 5, under column 5, for the first note, the following note shall be substituted ,namely :- “Note: Degree or Diploma holders shall have to acquire “National Craft Instructor Certificate” within a period of three years from the date of appointment”. (EXTRA), JULY 23, 2021 1731 (SRVN 1, 1943 SAKA) PART III GOVERNMENT OF PUNJAB TECHNICAL EDUCATION AND INDUSTRIAL TRAINING (TECHNICAL EDUCATION-1 BRANCH) NOTIFICATION The 23rd July, 2021 No. G.S.R. 97/Const./Art(309)/Amd.(1)/2021.- In exercise of the power conferred by the proviso to Article 309 of the Constitution of India, and all other powers enabling him in this behalf, the Governor of Punjab is pleased to make the following rules further to amend the Punjab Industrial Training (Group-‘B’) Technical Service Rules, 2006, namely:- RULES 1. (1) These rules may be called the Punjab Industrial Training (Group-‘B’) Technical Service (First Amendment) Rules, 2021. (2) They shall come into force on and with effect from the date of their publication in the Official Gazette. 2. In the Punjab Industrial Training (Group-‘B’) Technical Service Rules, 2006 (hereinafter referred to as the said rules), in Rule 2, after clause (d), the following shall be inserted, namely:- (e) The words and expressions used, but not defined in these tules, shall have the same meaning as respectively assigned to them in the Punjab Civil Services (General and Common Conditions of Service) Rules, 1994. 3. In the said rules, in Rule 5, for sub-Rule (2), the following shall be substituted, namely:- “(2) No person shall be appointed to the Service unless he possesses the qualifications and experience as specified against that post in Appendix- 'B': “Provided that a person possessing Degree or Diploma in Vocational Courses or Engineering or Technology but not possessing National Craft Instructor Certificate (NCIC) shall be appointed to post mentioned at serial number 5 of Appendix-‘A’, in the Service. Such persons shall have to acquire the National Craft Instructor Certificate (NCIC) at his own, within a period not exceeding four years from date of appointment. If he fails to acquire the National Craft Instructor Certificate (NCIC) within a period not exceeding 1732 PUNJAB GOVT. GAZ. (EXTRA), JULY 23, 2021 (SRVN 1, 1943 SAKA) four years from date of appointment, his services shall be dispensed with. This provision is effective till 31st March, 2022. However, preference shall be given to degree or diploma holders who have already possessed National Craft Instructor Certificate (NCIC) at the time of recruitment.” 4. Inthe said rules, in Rule 6, for the words “Punjab Government’, the words “‘Department of Finance” shall be substituted. 5. Inthesaid rules, after Rule 6, the following shall be inserted, namely:- 6(A). Departmental Examination.— A person appointed to post mentioned at serial number 5 of Appendix-‘A’, in the Service shall have to undergo practical training in the Industry as directed by the Government and thereafter has to pass the practical examination conducted by the Government. Such persons shall be given three chances to pass the examination within three years of their appointment. The modalities to conduct the practical examination from time to time shall be approved by the Government. If he fails to pass the practical examination within a period not exceeding three years from date of appointment, the Government may, “if such person is recruited by direct appointment, dispense with his services, or revert him to a post on which he held lien prior to his appointment to the Service by direct appointment.” 6. Inthe said rules, in Rule 7, for sub-Rule (2), the following shall be substituted, namely:- “(2) The authority empowered to impose penalties as specified in tule 5 of the Punjab Civil Service (Punishment and Appeal) Rules, 1970, in respect of the members of the Service, shall be the Secretary Incharge and the appellate authority there under in respect of the member of Service against an order as specified in the Rule 15 of the Punjab Civil Services (Punishment and Appeal) Rules, 1970 shall be the Minister Incharge.” 7. In the said rules, for Rule 10, the following shall be substituted, namely:- “10. Interpretation - If any question arises as to the Interpretation of these rules, the Government, in consultation with the Department of Personnel, shall decide the same.” 8. Note: Degree or Diploma holders shall have to acquire "National Craft Instructor Certificate" within a period four years from the date of appointment; OR (i) National Trade Certificate (NTC) or National Apprenticeship Certificate (NAC) in the relevant trade from a recognized Institution with National Craft Instructor Certificate (NCIC) and Three years’ experience in an organization registered under the Factories Act, 1948 or teaching experience in a Government institution or an institution recognized by the Government after acquiring the requisite qualification.
