5 . Subs. by sec. 26 of Presidents Act 13 of 1973. valid unless approved by the 1 [Board] ]. If, in respect of any matter specified in sub-section (1), the Committee has failed to make any bye-laws or if the bye-laws made by the Committee are not, in the opinion of the 1 [Board], adequate, the 1 [Board] may make bye-laws providing for such matters to such extent as it thinks fit.
