Section 1
[13-B. The State Government may, on the recommendation of the Director, remove any member including the Chairman or the ViceChairman if he has been found guilty of neglect or misconduct in the discharge of his duties or of any disgraceful conduct or has become incapable of performing his duties as a member or has been adjudged insolvent and the vacancy of such members shall be filled in accordance with the provisions of sub-section (3) of section 13 or clause (b) of section 13 -A as the case may be :

Provided that no such member shall be removed from office unless he has been given a reasonable opportunity of being heard. ]
