2 [ 13-F. On the dissolution of the Committee,— (a) all the members, including the Chairman and the ViceChairman, of the Committee shall, be deemed to have vacated their offices from the date of dissolution; (b) The Collector shall become the administrator of the Committee and shall either himself or through an officer not below the rank of deputy Collector exercise, discharge and perform the powers, duties and functions of Chairman, Vice-Chairman and the Committee, until the new Committee is constituted under section 13. ]
