2 . Subs. by section 8 (ii) (b) of President Act No. 13 of 1973 as re-enacted by U. P. Act No. 30 of 1974. after recording reasons therefor, refuse to issues or renew any such license ; (ii) suspend or cancel licenses issued or renewed under this Act : Provided that before cancelling a license except on the ground of conduct which has led to the conviction of the licensee under section 37, the Committee shall afford reasonable opportunity to him to show cause against the action proposed ;
