O. 200 – The following Bye-laws made by the Coir Board in exercise of the powers conferred by sub-section (1) (d) of section 27 of the Coir Industry Act, 1953 (45 of 1953) read with Bye-laws 15 and 16 of the Coir Board (Transaction Business, Conditions of Service of Employees and maintenance of Accounts) Bye-laws, 1955 and confirmed by the Central Government are hereby published as required by Sub-section (2) of the said section, namely; 1. SHORT TITLE AND COMMENCEMENT (a) These Bye-laws, may be called the Coir Board Services (Classification, Control and Appeal) Bye-laws, 1969. (b) They shall come into force at once. 2. INTERPRETATION: In these Bye-laws, unless the context otherwise requires: (a) ‘appointing authority’ in relation to a Board’s employee means: (i) the authority empowered to make appointments to the post which the Board’s employee for the time being holds, or (ii) the authority which appoint the Board's employee to the post which he for the time being holds, (b) ‘Board’ means the Coir Board established under Section 4 of the Coir Industry Act, 1953 (45 of 1953)’ (c) ‘Board’s employee’ means any person employed under the Board under Section 9(2) of the Coir Industry Act,1953 (45 of 1953) and includes a person whose services have been lent on foreign service to the Central or any State Government or any local body or authority and also a person in the service of the Central Government or State Government or a local or other authority whose services are placed temporarily at the disposal
