[(e)] As soon as may be after a deposit is made under clause (a), the controlling authority shall pay the amount of the deposit —

6 [(e)] As soon as may be after a deposit is made under clause (a), the controlling authority shall pay the amount of the deposit —
(i) to the applicant where he is the employee; or
