308 TIIE ASSAM GAZETIE EXTRAORDINARY, MARCH 30, 2000 (5) One Vice President shall be elected by the members of the Council in its first meeting. , (6) No act done by the Council shall be questioned on the ground merely on the existence of any vacancy in or any defect in the constitution of the Council.
