4 Discretionary powers of registrar
(1) (a) Any discretionary power conferred on the registrar in terms of this Act , other than those conferred by section 16 or 17 , shall not be exercised by him or her to the prejudice of any applicant or any other person who appears to the registrar to be an interested party , w ithout giving such applicant or such other person an opportunity to be heard within such period as may be prescribed or , if no period has been prescribed , w ithin such reasonable period as the registrar may determine .
(b) An applicant or other person referred to in paragraph (a) may waive such right to be heard .
Whenever in terms of this Act any period is specified within which any act is to be performed or anything is to be done , the registrar may , subject to the provisions of section 16 , extend such period either before or after its expiry .
