20 Establishment of schemes
The Minister may , by notice in the Gazette , establish a scheme for the evaluation and certification of the performance of animals or a kind of breed of animal specified in the notice , w ith the objective of improving the genetic production potential of such animals: Provided that a cost benefit analysis of such a scheme has been carried out .
Different schemes may be instituted for different kinds of animals or different breeds of kinds of animals , and the requirements in a scheme for such different animals , may differ .
The Minister may in a notice in terms of subsection (1) whereby a scheme is established -
(a) designate the person who or the body which shall exercise the powers and perform the duties conferred or imposed in terms of the said notice; and
(b) authorise such person or body to make rules in consultation with the
organisation contracted by the Department to operate the integrated registration and genetic information system , under such conditions as the Minister may determine in the said notice .
