Section 11

Cognizance of offences.— (1) No Court shall take cognizance of an offence punishable under this Act, except on a complaint made by the Controlling Authority or an Inspector or by any officer of the State Government authorised by it in this behalf.

11. Cognizance of offences.— (1) No Court shall take cognizance of an offence punishable under this Act, except on a complaint made by the Controlling Authority or an Inspector or by any officer of the State Government authorised by it in this behalf. (2) No Court inferior to that of a Metropolitan Magistrate or a Magistrate of the First Class shall try any offence punishable under this Act.
