(2J They shall come into force at once. They shall apply to the Group A ' post i.e. the post ofSecretary in the State Commission, Union Territory, Chandigarh. Definitions. —I —In these regulations, unless the context otherwise requires : (a) " appellate authority" means the Ministry ofConsumerAffairs, Government ofIndia, NewDehli. (b) " appointing authority" " means the Administrator, UnionTerritory, Chandigarh. (c) "Commission" means the State Consumer Disputes Redressal Commission, Union Territoiy, Chandigarh. (d) "direct appointment " means an appointment made otherwise than by promotion or by transfer of a person already in the service ofGovernment ofIndia or ofa State Government; or the ChandigarhAdministration. (e) "Government " means the Administrator, Union Territory, Chandigarh, appointed underArticle 239 of the Constitution. (f) " recognized University or Institution" means :— (i) any University or Institution incorporated by law in any of the State of India;
