Meetings of the 2 [State Town and Country Planning Committee].—(1) The 3 [State Town and Country Planning Committee] shall meet at such times and places, not less than twice in a calendar year and shall observe such procedure as may be prescribed in regard to the transaction of its business at such meetings, including quorum of the meeting.

(2) The Chairperson or in the absence of the Chairperson, 4 [the Vice-Chairperson] or in their absence, any member chosen by the members present from among themselves, shall preside at a meeting of the 5 [State Town and Country Planning Committee].
