a7ha Grad The Arunachal Pradesh Gazette EXTRAORDINARY PUBLISHED BY AUTHORITY No. 261, Vol. XXVI, Naharlagun, Tuesday, June 25, 2019, Asadha 4, 1941 (Saka) GOVERNMENTOFARUNACHALPRADESH DEPARTMENT OF PANCHAYATI RAJ ITANAGAR NOTIFICATION The 2nd June, 2019 THEARUNACHAL PRADESH PANCHAYATS (DELIMITATION OF CONSTITUENCIES AND RESERVATION OF SEATS FORWOMEN) (AMENDMENT) RULES, 2018 No. PR-159/2018.- In exercise ofthe power conferred bysection 150 oftheArunachal Pradesh Panchayati Raj Act, 1997, (Act No. 5 of2001) the Governor ofArunachal Pradesh is pleased to make the following rules to amend the Arunachal Pradesh Panchayati Raj (Delimitation of Constituencies and Reservation of Seats for Women) Rules, 2002 except as respect things done or omitted to be done before such amendment , for regulating the Delimitation of Constituencies and Reservation of Seats for Gram Panchayat and Zilla Parishad as follow:- 1. (1) These rules may be called theArunachal Pradesh Panchayati Raj (Delimitation Short title and ofConstituencies and Reservation ofSeatsfor Women) (Amendment) Rules, 2018. commencement. (2) They shall come into force at once. 2. In the Arunachal Pradesh Panchayati Raj (Delimitation of Constituencies and Amendment of Reservation ofSeatsfor Women) Rules, 2002, (herein after referred to asthe Principal Rule 5. Rules), for sub-Rule (iii) of Rule 5, the following shall be substituted:- "Forthe firstterm ofelection, the Deputy Commissioner shall notify the constituencies reserved for women by drawing lots from all the seats for which constituencies should be properly named and serially numbered. Copies ofsuch notification shall be widely circulated before 15 days from the date ofsubmission of nomination". 3. In the Principal Rule, for Rule 6 the following shall be substituted;- "For the purpose ofsub-Section (3) ofsection 16 oftheAct. the Deputy Commissioner Amendment of shall compound together the offices ofthe Gram Panchayat in the Member territorial Rule 6. constituencies ofZilla Parishad and determined and publish the member of offices of Chairpersons that shall be reserved for women on the manner prescribed under sub-Rule (1) of Rule 5. 4. In the Principal Rule, Rules 7,8,9 and 10 shall be deleted. 5. In the Principal Rule, for Rule 11, the following shall be substituted,- "Subjectto the provision ofsub-Section (2) (i) ofsection 85, the Deputy Commissioner Amendment of ofthe District shall assign and notify the names and consecutive serial number of Rule 11. all the Gram Panchayats Constituencies falling within the area ofthe Zilla Parishad". Deletion of Rule 7 to 10. 6. In the Principal Rule, for Rule 12, the following shall be substituted,- "For the purpose of sub-Section (2) (iv) of Section 85 of the Act, the Deputy Commissioner shall compound together the total number of Gram Panchayats Constituting Zilla Parishad Member constituency and determine the constituency or constituencies that shall be reserved for women. The constituencies so reserved shall be widely circulated. (i) The constituencies available for reservation shall be rotated among the single Amendment of Rule 12. "(iii) that I am ordinary indigenous local resident atthe address given above". 9. In Principal Rule, in Form-4, for the entries "(iii) that I am ordinary resident at the address given above" appearing after the declaration, the following entries shall be substituted. In Principal Rule, in Rule 15, the entries "Anchal Samiti" appearing in the title and appearing after the words, "Gram Panchayat" and before the word, "or" shall be deleted. Amendmentof Form-4.
