PR -ELECTION/478/2012/484 . -WHEREAS , " TheArunachal Pradesh Panchayat Raj Act , 1997" was amended by " TheArunachal Pradesh Panchayat Raj (Amendment) Act , 2018 " and notified vide Notification dated 21st April , 2018 and published in " TheArunachal Pradesh Gazette " vide 21stApril , 2018 which came into force with effect from 23rd April , 2018 . AND WHEREAS , " TheArunachal Pradesh Panchayat Raj (Amendment) Act , 2018 " has effectuated a major structural changes in the Principal Act of 1997 by deleting all the provisions pertaining to the Constitution ofAnchal Samitis (lntennediate level) . AND WHEREAS , the following Rules relating to the Conduct of Panchayati Elections " TheArunachal Pradesh Panchayat Raj (Amendment) Act , 2018 " (i) TheArunachal Pradesh Panchayati Raj (Conduct of Election) Rules , 2002 . (ii) TheArunachal Pradesh Panchayati Raj (Preparation of Electoral Roll) Rules , 2002 . (iii) TheArunachal Pradesh Panchayati Raj (Delimitation of Constituencies and Reservation of Seats for Women) Rules , 2002 . AND WHEREAS , the framing or amendment of above Rules by the Government will take considerable time , which may affect the timely conduct of next Panchayat Raj Election in the State as the present term of the Panchayati Raj (2013-2018) expires on 31st May , 2018 . AND WHEREAS , sub -section (7) of section 142 of " TheArunachal Pradesh Panchayat Raj (Amendment) Act , 2018 " provides the following , - Notwithstanding anything contained in this Act , in case , the Zilla Parishad or Gram Panchayats
