Sub: Verification of antecedents of Directors; Partners, Proprietors, employees and guards of private security agencies reg: MadamISir, The private security services in States/ Union Territories are regulated under the Private Security Agencies (Regulation) Act; 2005 [PSAR Act]: The States/Union Territories have also framed Rules under PSAR Act, 2 In recent times; it has been brought to the notice of this Ministry that the Controlling Authorities appointed under the PSAR Act in States/UTs face difficulties with consequent delays in issuinglrenewing the license to Private Security Agencies within the time frame stipulated under the PSAR Act: One of the reasons for this is the time taken in verification of character and antecedents of Directors, Partners or Proprietors. 3, In this context; this Ministry has already issued an advisory letter dated 11.05.2018 to all the Controlllng Authorities that while processing the applications of issuelrenewal of licenses, they are to utilize the CCTNS database for verification of character and antecedents of personnel, guards and supervisors related to private security agencies for expeditiously processing the applications of issuelrenewal of licenses. Further; the Controlling Authorities are also advised that if the antecedents have been verified using the CCTNS Pan-India data-base, other States should not Insist on going through the same procedure again until the validity of the verification certificate ceases to exist Yours faithfully, (Amrik Singh) Deputy Secretary to the Government of India Tel: 2338
