(iii) These regulations extend to the whole of the State of Goa and the Union Territories of Andaman and Nicobar Islands, Lakshadweep, Dadra & Nagar Haveli, Daman & Diu; Puducherry and Chandigarh: 2_ Definitions In these regulations, unless the context otherwise requires: a Act" means the Electricity Act; 2003 (36 of 2003); "Commission" means the Joint Electricity Regulatory Commission for the State of Goa and the Union Territories; ~existing beneficiary" means a person who is a user of the transmission system or distribution network on the date f commencement of these regulations either as a generating company Or as a transmission licensee or distribution licensee; "nodal agency" means the nodal agency defined in Regulation 8 of these regulations; "open access user means person permitted to use intra-State transmission system Or receive supply of electricity from a person o
