3.THE INDIAN ADMINISTRATIVE SERVICE (RECRUITMENT) RULES, 1954 In exercise of the powers conferred by subsection (1) of section 3 of the All-India Services Act, 1951 (LXI of 1951), the Central Government after consultation with the Government of the States concerned, hereby makes the following rules, namely:- 1. Short title: -These rules may be called the Indian Administrative Service (Recruitment) Rules, 1954. Definitions -In these rules, unless the context otherwise requires,- (a) "Commission" means the Union Public Service Commission; 1 (aa) "Direct recruit" means a person appointed to the service after recruitment under clause (a) of sub-rule (1) of rule 4; (b) "Joint Cadre" and "State Cadre" have the meaning respectively assigned to them in the Indian Administrative Service (Cadre) Rules; 2 (c) [ ] (d) " member of the Indian Civil Service" means a person who, having been appointed to the civil service under the Crown of India, known as the Indian Civil Service, continues, on and after the commencement of the Constitution to serve under the Government of India or of a State; (e) "Service" means the Indian Administrative Service; (f) "State" means 3 [a State specified in the first Schedule to Constitution and includes a Union Territory]; (g) "State Civil Service" means:- 4 (i) for the purpose of filling up the vacancies in the Indian Administrative Service Cadre for the Arunachal Pradesh, Goa, Mizoram, Union Territories under rule 9, any of the following Services, namely:- the Delhi and Andaman and Nicobar Islands Civil Service; the Goa Civil Service; the Pondicherry Civil Service; the Mizoram Civil Service 1 Inserted vide MHA Notification No. 23/ 46/ 64 -AIS(II)-A dated 13-9-1966 2 Omitted vied DP & AR Notification No. 31/ 7/ 72 -AIS(I)-A dated 16-3-73. 3 Substitited
