[ 25. If a vacancy occurs by reasons of death or otherwise in the office of Adhyaksha, 2 [x x x], or an elected member of the Zila Panchayat, it 3[shall be filled before the expiration of a period of six months from the date of such vacancy] in the manner provided for in section 18 or 19, as the case may be, for the residue of the term of his predecessor ;
