8 . Omit. by sec. marginal 114(a) of U. P. Act no. 09 of 1994. to dissolve 1 [***] the 2 [Zila Panchayat] Consequence of dissolution of 2[Zila Panchayat] External control over 2"Kshettra Panchayat" default in the performance of any duty imposed on it by or under this or any other enactment, or exceeds or abuses its powers, the State Government may, after calling for an explanation from the 2[Zila Panchayat] and considering any objection made by it to action being taken under this section, and upon being satisfied that resort to such action is desirable by an order, with the reasons for making it published in the Gazette, 3[dissolve the Zila Panchayat] . Where a 2[Zila Panchayat] is dissolved under section 232, the following consequences shall follow :— (a) all members of the 2[Zila Panchayat] including the Adhyaksha shall, on a date to be specified in the order, vacate their offices as such but without prejudice to their 4 [eligibility for being elected as a member or as an Adhyaksha] under this Act. (b) As soon as may be, thereafter, [the 2[Zila Panchayat] shall be reconstituted in accordance with the provisions of the Act ] ; (c) such person or persons as the State Government may appoint in that behalf shall so long as the 2[Zila Panchayat] is not reconstituted exercise and perform, so far as may be, the powers and duties of the 2 [Zila Panchayat] and shall be deemed to be the 2[Zila Panchayat] for all purposes. (1) The provisions of 6 [section 225 to 233] shall as far as may be, apply to 2[Kshettra Panchayat] as if the expressions 2[Zila Panchayat] [Adhyaksha] , [Mukhya Adhikari] and [Zila Nidhi] had been substituted by the expression 2[Kshettra Panchayat] , [Pramukh] [Khand Vikas Adhikari] and [Kshettra Nidhi] ; Provided that the District Magistrate may delegate any or all of his powers under the said sections to a Sub-Divisional Officer exercising jurisdiction within the whole or part of the Khand.
