4 [ SCHEDULE — I (See section 32) POWERS AND FUNCTIONS OF KSHETTRA PANCHAYATS (1) Agriculture, including agricultural extension ; (a) Promotion and development of agriculture and horticulture ; (b) Promotion of cultivation and marketing of vegetables, fruits and flowers. (ii) Land development, land reform implementation, land consolidation and soil conservation ; Assisting the Government and Zila Panchayat in the implementation of land improvement, soil conservation and land consolidation programme of the Government. (iii) Minor irrigation, water management and watershed development ; (a) Assisting the Government and Zila Panchayat in the construction and maintenance of minor irrigation works ; (b) Implementation of community and individual irrigation works.
