(2) entitle a 1 [Kshettra Panchayat] ro 1 [Zila Panchayat] to exercise within the limits of any Nagar Mahapalika, municipality, notified area, cantonment or town area any authority which is vested in the Nagar Mahapalika, municipal board, notified area committee, cantonment board, district magistrate, any other magistrate or town area committee, as the case may be, provided that the 1 [Kshettra Panchayat] or 1 [Zila Panchayat] may nevertheless —
(b) construct, maintain and control within the aforesaid limits any school, library, hospital, dispensary, poor house, asylum, orphanage, inspection house or other building or institution which is not maintained exclusively for the benefit of persons residing within the aforesaid limits, and
(c) do anything within the aforesaid limits the doing of which is necessary for the efficient discharge of its functions under this Act.
A 1[Kshettra Panchayat] or a 1 [Zila Panchayat] may, subject to any rules made in this behalf —
(a) unite with any other 1 [Kshettra Panchayat] or 1 [Zila Panchayat] as the case may be, or other local authority in works or under takings which benefit all the areas controlled by it and such authority ; and
(b) contribute to any work or institution from which the Khand or the district, as the case may be, benefits, although such work or institution is undertaken or marinated outside the Khand or the district or is included in any Nagar Mahapalika, municipality, cantonment, notified area or town area .
CHAPTER — IV
OFFICERS AND SERVANTS OF 3[Zila Panchayats] AND 3 [Kshettra Panchayats]
Officers and servants of the 1[Zila Panchayat] 39. 4[ (1) Subject to any special directions issued by the State Government from time to time, Zila Panchayat shall have the following posts of officers :—
(i) Mukhya Adhikari ;
(ii) Apar Mukhya Adhikari ;
(iii) Vitta Adhikari ;
(iv) Chikitsa Evam Swasthya Adhikari ;
(v) Peyjal Abhiyanta ;
