7 . Ins. by sec. 81 of U. P. Act no. 09 of 1994. direct that any scheme, plan or project of the concerned department shall also be transferred to and implemented by or under the control of the Zila Panchayat or the Kshettra Panchayat, as the case may be. ] 1 General powers and functions of the 2 [Kshettra Panchayat] General powers and functions of 1 [Zila Panchayat] Transfer of any function by 1 [Zila Panchayat] or 1 [Kshettra Panchayat] to another local authority Every 2 [Kshettra Panchayat] shall, within the Khand exercise powers and perform the functions specified in Schedule I. (1) Every 2[Zila Panchayat] shall exercise and perform the following powers and functions — (i) to classify fairs and festivals, other than those that are or may hereafter be managed by the State Government as festivals, 2[Gram Panchayat] fairs and festivals, 2[Kshettra Panchayat] fairs and 1 [Zila Panchayat] fairs and festivals for purpose of management and control by 2 [Gram Panchayats] , 2 [Kshettra Panchayat] and 1 [Zila Panchayat] respectively and to reverse such classification when so deemed necessary or desirable ; (ii) to classify roads as village roads, inter-village roads and district roads for the purpose of management by 2[Gram Panchayats] , 1 [Kshettra Panchayat] and the 2[Zila Panchayat] respectively ; (iii) to supervise generally in accordance with rules made in this behalf the activities of 2[Gram Panchayats] and 2[Kshettra Panchayat] of the district ; (iv) to act, subject to the rules made in this behalf, as the main channel of correspondence between the State Government on the one hand and 2[Kshettra Panchayat] and 2[Gram Panchayats] on the other; (v) the powers and functions specified in Part A of Schedule II ; (vi) performance of such other functions as may be prescribed ; A 2[Zila Panchayat] may make reasonable provision within the district in respect of matters specified in Part B of Schedule II. (1) Notwithstanding anything contained in this or any other law for the time being in force, but subject to the provisions of any rules made by the State Government in this behalf, a 2[Zila Panchayat] or a 2 [Kshettra Panchayat] may at any time with the prior sanction of the State Government and with the consent of a 2[Gram Panchayat] or Bhumi Prabandhak Samiti existing in the district delegate to such 2 [Gram Panchayat] or Bhumi Prabandhak Samiti, any of its powers or functions under this Act in respect of the area within which such 2 [Gram Panchayat] 2[Gram Panchayat] or Bhumi Prabandhak Samiti exercises jurisdiction ; Provided that the 2[Zila Panchayat] or the 2[Kshettra Panchayat] may at any time with the sanction of the State Government resume any or all of the powers or functions so delegated.
