5 . Omit. by sec. 15) of U. P. Act no. 33 of 1999. Powers and responsibilities of the Khand Vikas Adhikari (vi) power to do all things necessary for the exercise of the powers conferred under this or any other section ; and (vii) such powers, duties and functions as may be entrusted by the State Government with the consent of the 1[Kshettra Panchayat] . The responsibility for the proper execution of all works and contracts on behalf of the 1[Kshettra Panchayat] shall be of the Khand Vikas Adhikari. (1) A 1 [Zila Panchayat] or a 1 [Kshettra Panchayat] may at any time call for from any of its committees and likewise a committee may call for from any of its sub-committees, a report of or extract from the proceedings of such committee or sub-committee or as the case may be, any return. The committee or sub-committee, as the case may be, shall with all convenient speed, comply with the request made under subsection (1). (1) The 1 [Zila Panchayat] may require the Adhyaksha or the Mukhya Adhikari and the 1 [Kshettra Panchayat] may require the Pramukh or the Khand Vikas Adhikari to supply or produce at any of its meetings :– (a) any return, statement, estimate, statistics or other information regarding any matter pertaining to the administration of the 1 [Zila Panchayat] or the 1 [Kshettra Panchayat], as the case may be; (b) a report or explanation of any sub-committee ; and (c) any report, correspondence or plan or other document or a copy thereof which is in his possession or control as Adhyaksha, Pramukh, Mukhya Adhikari or Khand Vikas Adhikari, or which is recorded or filed in the office of the 1[Zila Panchayat] or the 1 [Kshettra Panchayat], as the case may be. The Adhyaksha, the Mukhya Adhikari, the Pramukh of the Khand Vikas Adhikari, as the case may be, shall comply with every requisition made under sub-section (1) without unreasonable delay. Nothing in this section or in any other provisions of this Act shall be deemed to prevent the 1 [Zila Panchayat] or the 1 [Kshettra Panchayat], from making provision authorizing the asking or question by members at its meetings subject to such conditions and restrictions as may be prescribed.
