Power of Government to make rules.-The Government may make rules not inconsistent w1th the provisions of this Chapter,-

(i) for the manner of effecting distraint;
(ii) for the custody, preservatiOn and sale of the distrained property;
(iil) for the investigatiOn of clairr.s by persons other than the defaulter to any right or mterest m the d 1 stramed property and for the postponement of the sale pending such investigation ;
(iv) for the immediate sale of perishable articles;
(v) for fixing the rates of deduction on account of the costs of sale ot distrained properties ; and
(v1) generally for the purpose of carrying out the provisions ,of thiS Chapter.
CHAPTER IV
Power of sale.
