THE AADHAAR AUTHENTICATION FOR GOOD GOVERNANCE (SOCIAL WELFARE, INNOVATION, KNOWLEDGE) RULES, 2020 1 [Updated as on 1 . 4.2025] In exercise of the powers conferred by sub - section (1) of section 53 read with clause (aa) of sub-section (2) of section 53 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the Central Government, in consultation with Unique Identification Authority of India, hereby makes the following rules, namely:— 1. Short title and commencement. — (1) These rules may be called the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. — In these rules, unless the context otherwise requires,— (a) " Act " means the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016); (b) " Authority " means the Unique Identification Authority of India established under subsection (1) of section 11 of the Act; (c) Words and expressions used and not defined in these rules shall have the same meaning assigned to them in the Act or in the Information Technology Act, 2000 (21 of 2000). 3. Purposes for Aadhaar authentication.—(1) The Central Government may allow Aadhaar authentication by requesting entities 2 [*], namely:— (a) usage of digital platforms to ensure good governance; 3 [(aa) promoting ease of living of residents and enabling better access to services for them;] (b) prevention of dissipation of social welfare benefits; and (c) enablement of innovation and the spread of knowledge.
