(1) The State Government may by general or special order, direct that any power exercisable by it under this Act except the power to make rules, may also be exercised by such officers or the Board in such cases and subject to such conditions, if any, as may be specified therein ;

(2) The Board may, by general or special order direct that any power exercisable by it under this Act except the power to make regulations or bye-laws, may also be exercised by such officer or local Authority, in such cases and subject to such conditions, if any, as may be specified therein ;

(3) Subject to the provisions of this Act and to such restrictions , as may be imposed by the State Government by a general or special order, the Chairperson and the Chief Executive Officer may, by an order in writing, delegate, any officer subordinate to the Board all or any powers exercisable by the Board or the Chairperson, as the case may be, under this Act, or the rules made there under.
