Section 16
. Powers of Central Government on completion of investigation under section 15 . — (1) If after making or causing to be made any such investigation as is referred to in section 15 the Central Government is satisfied that action under this section is desirable, it may issue such directions to the industrial undertaking or undertakings concerned as may be appropriate in the circumstances for all or any of the following purposes, namely:—

(a) regulating the production of any article or class of articles by the industrial undertaking or undertakings and fixing the standards of production;
