THE PUNJAB MUNICIPAL ELECTION RULES, 1994 The 4th October, 1994 No.G.S.R.64/P.A.19/94/S.139/94In exercise of the powers conferred by section 139 of the Punjab State Election Commission Act , 1994. (Punjab Act No.19 of 1994), the Governor of Punjab, after consultation with the State Election Commission, is pleased to make the following rules to regulate the registration of electors and conduct of elections in municipalities in the State of Punjab. PART I Preliminary Short title and commencement. -(1) These rules may be called the the Punjab Municipal Election Rules, 1994. These rules shall come into force from the date of their publication in the official Gazette. Definitions. -(1) In these rules, unless the context otherwise requires; (a) "Agent" means any person appointed, in writing, by a candidate at an election to be his Agent for the purpose of these rules, with the acceptance, in writing, by such person of the office of such Agent; (b) "Backward Classes" means castes races or classes declared as Backward Classes by the State Government from time to time. (c) "District Electoral Officer" means the District Electoral Officer appointed under section 14 of the Act; (d) "Election" means the election of a member of a Municipality from an area delimited as a constituency for the purposes of election to that Municipality; (e) "Election Commission" or "Commission" means the State Election Commission, established under section 3 of the Act; (f) "Form" means a form appended to these rules; (g) "Act" means the Punjab State Election Commission, Act, 1994; (h) "Presiding Officer" and "Polling Officer" means the Presiding Officer and Polling Officer, appointed under section 20 of the Act, and any other person performing the duties of the Presiding Officer or Polling Officer for
