In exercise of the power conferred by sub-Section (5) of Section 14 and Section 21, 0f the West Bengal State Health Service Act, 1990 (West Ben. Act VII of 1990), the Governor is pleased hereby to make the following rules regulating the recruitment to the posts in the cadre of theWest Bengal Public Health-cum-Administrative Service namely,- Rules 1. Short title, commencement and application : (1) These rules may be called the West Bengal Public Health-cum-Administrative Service (Recruitment and promotion) Rules, 2009. (2) They shall come into force on the date of the publication in the Official Gazette. (3) These shall apply to the posts included in the cadre of the West Bengal Public Health-cum-Administrative Service. 2. (1) Name of the Post: Basic Public Health-cum-Administrative Officer; (a) Method of Recruitment By selection (direct recruitment) through the Public Service Commission, West Bengal. Name of the post: Public Health-cum Administrative Officcrs-Group-8; (a) Method of Recruitment : By promotion from the post of Basic Public Health-cum-Administrative Officer having put in at least 5 years service as such or in any equivalent post in the former Public Health-Cum-Administrative Unit of the West Bengal Health Service and in any capacity of the West Bengal Health Service: Provided that if no suitable candidate is available for promotion, the posts may be filled up by direct recruitment (by selection) through the Public Service Commission, West Bengal; Provided further that not more than 50% of total posts shall be filled up through direct recruitment. (b) Qualification for direct recruitment : Essential : MBBS Degree included in the First Schedule or Second Schedule or part-fl of the Third Schedule of the Indian Medical Council Act, 1956 (102 & of 1956) and registered as Medical Practitioner in West Bengal. Desirable : Recognized Postgraduate degree or Postgraduate diploma in Public Health, I 1pi1k111i1!logy, 1 lcalth Management Science and Hospital Administration. (c) Age: Not more than 40 years on the 1st January of the year of advcrtiscmcnl. Name of the post :- Special Public Health-cum-Administrative Officers - Group - B; Method of Recruitment : By promotion from the posts ofSenior Public Health-cum-Administrative Officers - Group - A having put in at least one year service as such with a total of twenty two years of service experience in the cadre of the West Bengal Public Health-cum-Administrative Service and in any post in the former Public Health-cum-Administration Unit of the West Bengal Health Service and in any capacity in the West Bengal Health Service. 7. Name of the post :- Special Public Health-cum-Administrative Officers - Group - A; Method of Recruitment : By promotion from the posts ofSpecial Public Health-cum-Administrative Officers - Group - B having put in al least one year service as such with a total of twenty three years of service experience in the cadre of the West Bengal Public Healt ·cum-Administrative Service and in any post in the former Public Health-cum-Administration Unit of the Wes engal Health Service and in any capacity in the West Bengal Health Service. 8. \la 1e of the post :- Director of Health Services; Method of Recruitment : By selection from the posts of Special Public Health-cum-Administrative Officers - Group - A and Special Public Health-cum-Administrative Officers - Group - B: Provided that a Selection Committee shall be made for selection to the post. Subject to the provisions of the West Bengal State Health Service Act, 1990 (West Ben. Act V[l of 1990), the promotion at each stage to posts, mentioned in sub-Rule (2) to sub-Rule (7) ofrule (2), shall be made on the basis of merit- cum-seniority in such manner as would be adjudicated by a duly constituted "Departmental Promotion Committee". Note:- Notwithstanding anything contrary contained elsewhere in these rules, the essential qualifications for recruitment to the posts of Special Public Health-cum-Administrative Officer - Group - B, Special Public Health-cum-Administrative Officer - Group - A and Director of Health Services, with effect from 1st day of January 2015, shall be MBBS Degree included in the First Schedule or Second Schedule or part - II of the Third schedule of the Indian Medical Council Act. 1956 (102 of 1956) and registered as Medical Practitioner in West Bengal and recognised Postgraduate degree or Postgraduate diploma in Public Health, Epidemiology.
