3 · The State Government may constitute an Organisation to be known as th e " Assam ViJIage Defence De- Organisation" and for tha t purpose enr oll any ad ult citizen of India, who may offer himsel f to be so enrolled by taking oath as a member of the Organisation, in the manner prescribed.

5 · (1) For every village or group of villages, as th e District Villag e Defence Officer may det ermine, there shall be a Primary Committee of th e Organisation consisting of such number of adul t members of the Par- village or group of villages, as may be
